Council of State upholds €400,000 fine against JACKS.NL

Enforcement & compliance

The Council of State on 18 March 2026 rejected JACKS.NL’s appeal against a €400,000 fine imposed by the Kansspelautoriteit. It found that the operator’s emails to young adults between 8 December 2021 and 7 March 2022 breached advertising rules, and upheld the fine and its publication.

The ruling confirms the fine and the regulator’s authority to publish its decision on marketing to young adults.
