Sales portals and later modifications must meet applicable technical standards and receive AGCO approval; charities must also maintain a separate lottery trust account and follow rules on tickets, advertising and participants.
Ontario’s AGCO says manufacturers can renew permits for two or four years and must apply and pay before expiry. A timely application allows the business to continue operating while the renewed permit is pending; expired permits cannot be renewed. Transfers require AGCO approval and eligibility checks.

The guidance covers age checks, responsible service, permitted hours, capacity limits, temporary outdoor areas and preventing illegal gambling, among other requirements.
AGLC guidance directs charities running raffles with ticket values totalling $20,000 or less to use a non-gaming account for sales receipts and costs. Charities conducting other gaming must transfer net proceeds to their existing gaming account after the final draw. Organisations conducting only these raffles retain proceeds in the non-gaming account for charitable spending.
