Lotteritilsynet fines Norsk Rikstoto NOK6m over loss-limit failure

Enforcement & compliance

Source: Lotteritilsynet (Norway)

Norway’s Lotteritilsynet imposed a NOK6m fine on Norsk Rikstoto after a technical fault allowed 806 customers to exceed their loss limits from December 2022 to September 2025. The regulator said customers wagered nearly NOK4m above their limits across 2,047 instances; it noted that Rikstoto corrected the fault promptly after discovering it and co-operated with the inquiry.

The decision establishes the consequences of a prolonged failure to enforce player loss limits at a licensed operator.
