Lotteritilsynet fines Norsk Rikstoto NOK 6m over loss-limit breaches

Enforcement & compliance

Norway’s Lotteritilsynet imposed a NOK 6 million fine on Norsk Rikstoto for allowing 806 customers to wager beyond their self-set loss limits. The regulator said a technical error affected two products from December 2022 to September 2025, with players betting NOK 4 million above their limits across 2,047 cases. Norsk Rikstoto has three weeks to address the decision before it takes effect.

The fine and breach details show the compliance and player-protection risks of loss-limit system failures.
