Norwegian Gambling Authority proposes NOK6m fine for Norsk Rikstoto

Enforcement & compliance

Norway’s Gambling Authority issued Norsk Rikstoto notice of a proposed fine of up to NOK6m over loss-limit failures affecting certain betting products between December 2022 and September 2025. The authority said 806 customers placed almost NOK4m above their limits across 2,047 instances; Norsk Rikstoto has three weeks to respond before a final decision.

The proposed penalty concerns failures in a player-protection control used by Norsk Rikstoto customers.
