In brief

  • Gambling organisers needing a licence under Norway's Gambling Act are covered by anti-money-laundering rules, according to the report.
  • Norsk Tipping, Norsk Rikstoto, large lottery providers and bingo assistants are among those covered.
  • Persons in covered businesses must be suitable, and Lotteritilsynet assesses this.

Every organiser of gambling that needs a permit under the Gambling Act and its regulations falls within the money-laundering rules. The page shows an update date of 06.11.2026.

The money-laundering act and its regulations apply to Norsk Tipping, Stiftelsen Norsk Rikstoto, providers of large lotteries, bingo assistants, providers of gambling on ships and organisers of the Norwegian championship in tournament poker. When someone arranges gambling on behalf of an organisation or association, the assistant is treated as the provider of the gambling service.

Persons in a covered business must be deemed suitable, and Lotteritilsynet is to assess their suitability. The authority has prepared a checklist setting out what providers of gambling services must do to comply.

The report says Økokrim has developed a new form for reporting suspicious activity under the money-laundering act, due to be launched in Q1 2026. It also says the EU anti-money-laundering authority AMLA has sent out a consultation proposal with a deadline of 3 September 2026. The report lists supervision documents dated 2025 concerning Norsk Tipping and Norsk Rikstoto.
