Russia’s finance ministry proposes legalising online casinos under state control
Russia’s Ministry of Finance has reportedly proposed lifting the ban on online casinos. The plan would impose a tax of at least 30% on revenue after winnings, with officials estimating annual federal receipts of about ₽100bn if the market were regulated. The proposal also sets a minimum gambling age of 21 and assigns tax administration to ERAI.
Operators would face a proposed 30% minimum tax and new age and consumer-protection requirements if the plan advances.
