Russian President Vladimir Putin signed a law on 2 May establishing a sixth gambling zone in the Altai Republic, according to the report. The law takes effect on 12 May; the Ministry of Finance said the zone forms part of a regional development plan intended to create local jobs.
The law establishes a new jurisdiction for casino development and sets its effective date.

La Rioja has published a decree establishing the composition and operation of its regional Gambling Commission, according to the report. The advisory body will include government, industry and civil-society representatives; sector representatives will serve four-year terms, and organisations have one month after the decree takes effect to propose nominees.

Spain’s Ministry of Finance set 2027 tax modules for amusement machines in bars and other hospitality businesses through Order HAC/1161/2026, published on 5 November 2026. The order keeps the stated income-tax amounts per machine at 2026 levels and took effect the day after publication; businesses can opt out of the modules system for 2027 by 31 December 2026.
The Official State Gazette carried Order HAC/1161/2026 on Thursday 5 November; the order is dated 4 November and sets the personal income tax and simplified VAT modules for the coming year. Compared with 2026, the per-machine amounts for type A and type B are repeated exactly.
