Italy’s ADM is due to begin centralised monitoring of cash and cash-equivalent top-ups at Punti Vendita Ricariche (PVRs) on 13 May 2026, reportedly. The system will check transactions against a weekly €100 limit using a central database managed by Sogei.
Antonio Guitto, vice-president of AGSI, said Italy’s public gambling reorganisation remained incomplete, citing unresolved issues in online rules and delays to reform of land-based gambling. He said the online player-account register and technical rules remained suspended, while land-based concessions faced uncertainty over a possible extension and public tenders.
Italy’s Council of State upheld the €100 weekly limit on cash and non-traceable account top-ups at PVR outlets. The court also maintained the prohibition on withdrawals at these shops but overturned a blanket restriction on internet-connected devices.
AGSI president Pasquale Chiacchio asked Italy’s Senate Finance and Treasury Commission to approve Bill 1595 on current accounts. He said banks continue to close accounts and deny credit to state-authorised gambling businesses, while some employees are also unable to open accounts. AGSI said a petition at Enada Rimini 2025 received more than 5,000 signatures.

The institute asked the economy ministry to clarify whether new taxes, revised levies or specific segments are intended, warning the land-based sector faces collapse.
