Study presented to Brazil’s lower-house leader estimates illegal betting share at up to 51%
Chamber of Deputies president Hugo Motta received a study on Brazil’s sports betting market on 24 February, the report said. The study estimates that illegal operators account for 41% to 51% of the sector, with annual revenue of R$26 billion to R$40 billion and potential tax losses of up to R$10 billion, based on research conducted in 2025.
The estimates may inform congressional debate on proposed betting taxes and the regulation of Brazil’s licensed market.
