Brazil study estimates illegal betting accounts for up to 51% of market
A study by LCA Consultoria and Instituto Locomotiva estimated that illegal operators account for 41% to 51% of Brazil’s betting market, representing R$26 billion to R$40 billion in annual activity. The report’s figures were cited in coverage that also said the Senate had approved raising the tax rate on legal betting from 12% to 15% in 2026 and 2027, then 18% in 2028; the bill still requires approval by the Chamber of Deputies.
The estimates and proposed tax increases bear on the regulated market’s competitive position and government revenue.
