Brazil study estimates illegal betting at 38%-44% of online bets in H1 2026

Regulation

A study by LCA Consultores, using Locomotiva Institute data commissioned by the Brazilian Institute for Responsible Gaming, estimated that unlicensed platforms accounted for 38% to 44% of online bets in Brazil in the first half of 2026. The study put the estimate at 41% to 51% in research released in June 2025 and said enforcement efforts need to continue.

The estimate gives regulated operators and policymakers an indication of the unlicensed market's reported share and payment practices.
