  • The order concerns SpinStar.bet; BetOranje, also operated by the company, is not named in it.

The Dutch gambling authority Ksa has imposed a penalty on JACO V.I.P. Limitada for offering online gambling without a licence through SpinStar.bet. The Ksa published the sanction decision on 22 October 2026; the decision itself dates from 20 August 2026 and concerns gambling offered via SpinStar.bet, according to the Ksa.

During its investigation the regulator found that Dutch players could register on the website, deposit money and take part in gambling, and could use a Dutch bank account at ING. A Ksa supervisor created an account on SpinStar.bet on 12 February 2026 and deposited €10, then took part in a gambling game, including a virtual slot machine named Le Bandit. A follow-up check on 16 July 2026 again found that an account could be created from the Netherlands, money deposited and gambling undertaken.

JACO V.I.P. Limitada must stop the breach within four weeks of the date of the decision. If it does not, it forfeits a penalty of €468,250 per week or part of a week, up to a maximum of €936,500. In setting the amount, the Ksa considered, among other things, the company's estimated gross gambling result in the Netherlands. Using the search-volume method applied by the regulator, the gross gambling result for January 2026 was estimated at €273,000, which the calculation puts at €68,250 per week. The Ksa also found that SpinStar.bet was visited from the Netherlands 1,940 times in January 2026.

The publication follows a new record fine by the Ksa, which announced on the same day a €37m penalty on Skyhills. The regulator said it continues to act against illegal providers targeting Dutch players.
