The Dutch gambling regulator Kansspelautoriteit (KSA) has imposed a fine on EOD Code SRL for offering gambling in the Netherlands without a licence, the KSA said. The company offered games on several websites, including Instantcasino and Skyhills, according to the regulator. The KSA said the fine is the highest it has issued for an illegal offer.
The KSA said its staff could gamble on various sites run by the company without any measures having been taken to stop participation from the Netherlands. The initial probe centred on Instantcasino, but a closer look turned up additional sites offering illegal gambling, among them Skyhills, Slotmonster, Betiro, Betblast, Fastslots, Goldenpanda, Sambaslots, Winningz, Incognitocasino, Foxygold and Luckypays.
According to the KSA, the websites showed several circumstances that increased the penalty, including the absence of visible age verification. Visitors could also pay with cryptocurrency and anonymous payment methods, which the regulator said facilitates money laundering.
The KSA said it can choose a revenue-related amount when standard fines are not proportionate to the revenue obtained from the illegal offer. Because the KSA estimates that EOD Code earned more from stakes by Dutch players, it chose a higher fine based on a revenue estimate.
The KSA said EOD Code had previously been given a last under penalty payment for the offer. The regulator said action against illegal offers is taken not only through administrative fines but also through intensive cooperation with third parties, including payment service providers, hosting parties, banks and large technology companies.
