Regulation

Italy’s Council of State heard about 20 appeals on 24 September 2026 concerning rules for the register of retail recharge points for online gambling, according to a report. The operators challenge how the ADM rules apply under the new online concessions, which took effect on 13 November 2025; no ruling is reported.

The appeals concern whether registration remains a necessary condition for retail recharge-point activity under the current concessions.

The court dismissed the action and ordered the parties' legal costs to be offset.
