Italy’s Council of State annuls two ADM rules on gambling recharge points

Regulation

Italy’s Council of State rejected the ADM’s appeal and partly upheld operators’ cross-appeal, annulling two provisions in the authority’s 25 October 2024 determination on online gambling recharge points. It removed bans on locating points in private clubs and on installing devices that could access online gambling, while upholding the €100 weekly cash-recharge limit.

The ruling changes where recharge points may operate and which online-access controls ADM can impose.

The limit of €100 a week on top-ups made in cash or with instruments that are not fully traceable remains valid.
