Adm prepares payment decree for online recharge points

Regulation · SectorWire deskSource published 2 min readUpdated

Italy's ADM is preparing to complete a decree on payment methods at online recharge points (Pvr) after the economy ministry's opinion was sent to the agency. The opinion summarises the positions of the Unità di Informazione Finanziaria (Uif) and the Guardia di Finanza (Gdf). According to the report, the Direzione giochi will complete the procedure in the coming hours.

The decree is expected to set out in more detail the characteristics and requirements of payment institutions, which must be supervised by Bankitalia, and to authorise the use of other payment methods including the named voucher, which operators have already tested in recent years. The named voucher is managed entirely by the concessionaire and the Pvr operator and is based on customer identification: the point of sale creates a voucher, checks identity documents and records the transaction in the system, after which the customer can redeem the voucher to top up the gaming account. Cash remains tracked under the rules, the report said.

Legislative decree n.41 provides that topping up an online gaming account at a recharge point takes place through payment instruments able to guarantee traceability of financial flows, previously indicated by the account holder to the concessionaire and validated by the concessionaire for operations on the gaming account. The weekly cash recharge limit of €100 remains in force, the report said, confirmed by the Consiglio di Stato in a ruling at the end of September. Reportedly, that ruling led to the imminent restart of the Pvr register and the publication of an ADM decree intended to give the multichannel market clear rules.
