IBDRE challenges Brazil measure ending fixed-odds betting authorisations

Regulation

The Brazilian Institute of Regulatory Law (IBDRE) issued a statement on 28 September challenging Provisional Measure 1,394/2026, issued by the federal government on 25 September. The measure ends existing betting authorisations within 30 days, requires betting systems to become unavailable within 10 days and prohibits related advertising and sponsorship. IBDRE also questioned the provision denying operators reimbursement of authorisation payments or compensation.

The measure's deadlines and end of authorisations could require licensed operators to halt services and reassess their investments.
