Brazil bans fixed-odds betting under Measure 1,394
Brazil’s government signed Provisional Measure No. 1,394 on 25 September 2026, prohibiting fixed-odds sports betting and online games, according to Wazdan’s analysis. The measure excludes other lottery forms authorised by law; the report says new deposits were barred and players had until 5 October to withdraw remaining balances. Flutter Entertainment said it ended its Brazilian operations and estimated a potential 2026 revenue reduction of about USD70m if it could not operate for the rest of the year.
The reported ban changes market access for operators and suppliers and has already prompted Flutter to end its Brazilian operations.
