Ireland’s Gambling Regulatory Authority of Ireland (GRAI) is due to begin issuing operator licences on 5 February 2026, according to the report. It says online and land-based operators will become eligible at different times as existing permits expire: digital permits on 1 July 2026 and permits for land-based operators on 1 December 2026. The report also says the authority can investigate and impose penalties of up to €20m or 10% of a licensee’s revenue.

Operators face staged licensing dates and potential penalties as Ireland’s GRAI licensing system takes effect.
