European Commission recommends common online age-verification system by 2026

Regulation

The European Commission adopted Recommendation (EU) 2026/1035 on 29 April 2026, proposing a shared way for online services, including gambling platforms, to verify age while limiting personal data disclosure. The non-binding recommendation invites member states to make an operational solution available by 31 December 2026; the report says the Italian official publication came after the 30 June deadline for national implementation plans.

Italian gambling concessionaires may need to consider how a future shared age-verification system relates to existing national requirements.
