In brief

  • Finland submitted a draft regulation on the format of gambling account transaction data to the European Commission.
  • The standstill deadline is 3 February 2027.
  • The regulation is proposed to take effect on 1 July 2027.

Finland has submitted a draft regulation to the European Commission on the technical format for transmitting gambling account transaction data under the Finnish Gambling Act (10/2026). The standstill deadline is 3 February 2027. The proposed regulation would take effect on 1 July 2027.

Under the Gambling Act, a licence holder must send the supervisory authority data on gaming transactions and the related gambling account transactions. The proposed regulation would specify which account transactions must be transmitted, their structure, the permitted content and when the transactions must be generated. The data would be sent to the authority through a data repository, in line with the information content set out in an annex to the regulation.

The stated aim is for the transmitted data to follow a systematic, uniform format that the competent authority can use in its supervisory functions. The regulation would be linked to the obligation in Article 45(2) of the Gambling Act for licence holders to submit information in the format set by the authority. The report says separate instructions for each licence holder would risk fragmented technical solutions.

According to the report, stakeholders generally found the proposal's objectives and specifications technically clear in their technical opinions. The provision on a player identifier issued by the supervisory authority was removed from the draft. Based on comments from gambling companies and other stakeholders during the public consultation, the report says efforts were made to reduce the burden on operators where possible.

The bill will proceed to parliament after cabinet review.

Italy's 2027 budget bill is due to go before the Council of Ministers on 27 October, Matteo Salvini said. The bill is the text that will set out how the contribution sought from the gambling sector will be raised and which segments will provide it. The cabinet's approval of the budget had been scheduled for 23 October but was delayed by several days because of negotiations with Brussels and internal discussion within the majority on spending priorities.
