Regulation1 min read

In brief

  • User-to-system services will be halted, including several gaming-sector services.
  • Users are invited to use system-to-system services or plan around the window.
  • Services will be restored gradually after the work.

Italy's Agenzia delle Dogane e dei Monopoli reported a planned systems update for Saturday 14 November 2026, running from 8:00 to 16:00. During the work, certain user-to-system services on the agency's application portal will be stopped.

In the gaming sector, the affected services include the ODV GAD portal and the online service for the register of gaming-sector subjects and operators. The S.M.A.R.T. system for statistics and monitoring of physical gaming, the reserved area for gaming concessionaires, and the complaints and RUA service are also on the list. In the excise sector, the affected services include Rete Distributori and Portale Tabaccai. In the customs sector, the affected services include certificate management. Cross-sector services, including the OPERA and AssoCat portals, are affected as well.

To limit the operational impact, ADM invited users to use the available system-to-system services or to plan their activities around the maintenance window. ADM said the services will be restored gradually once the work is finished.

The legal basis cited for the closure was article 100 of the consolidated public security law, known as TULPS. The underlying dispute concerns the ban on minors entering and taking part in gambling.
