Council of State upholds ADM’s withdrawal of Fiumicino bingo concession

Enforcement & compliance

Italy’s Council of State rejected a company’s appeal and upheld the withdrawal of a bingo concession for a venue in Fiumicino. ADM’s 22 March 2023 decision cited failure to resume operations, licensing and documentation deficiencies, unpaid fees and inadequate security; the court said the company had not substantiated its explanation for remaining closed.

The ruling upholds the concession withdrawal and clarifies the court’s view of licence and operating requirements.
