Brazil sets CBS rules for betting and lottery operators

Regulation

Brazil’s Decree No. 12,955/2025 establishes CBS tax rules for betting and lottery activities under an individual regime for prediction contests, according to the decree as described in the report. The tax base is based on gross revenue after deducting prizes paid and specified allocations; the report says the GGR tax rate is expected to rise from 12% to 15% by 2028. It also estimates operators’ total tax liability could approach 42% by 2033.

Operators need to account for the decree’s tax-base rules and the reported planned increases in betting tax rates.
