AGCO updates Ontario cannabis penalty schedule for two new infractions

The AGCO updated its Schedule of Monetary Penalties for cannabis retail licence and authorization holders on 5 December 2025, following amendments to Ontario Regulation 468/18. The schedule adds penalties for an authorization holder’s sale of cannabis after requesting cancellation and another holder’s purchase; the related regulatory changes took effect on 1 January 2025.
Cannabis retailers and authorization holders face new scheduled penalties for the specified transfers between holders.
