Africa iGaming Alliance urges data-led gambling tax models at GRAF 2025
The African iGaming Alliance urged regulators at the November 2025 Gaming Regulators Africa Forum in South Africa to use evidence-based taxation and regulatory design. CEO Peter Emolemo Kesitilwe said markets face rapid offshore migration when taxes and compliance costs exceed 25–30% of gross gaming revenue, while legal markets become largely uncompetitive at 56–65%.
The proposed tax thresholds could inform operators’ assessments of regulated-market competitiveness across African jurisdictions.
