In brief
- ADM extended the deadline for disposing of decommissioned AWP machines from six months to one year.
- Declaration and tracking duties now cover gaming boards only, not cabinets.
- Movement of gaming boards must be reported within seven days, not on the day.
- The changes apply to machines decommissioned from 1 November 2026.
Italy's Customs and Monopolies Agency (ADM) has changed the rules for disposing of decommissioned AWP machines, extending the deadline for the required operations from six months to one year. The change is set out in director's determination no. 683005/RU of 27 October 2026, signed by central director Mario Lollobrigida, which amends the 2018 regime. The new provisions apply to machines decommissioned from 1 November 2026.
Under the determination, declaration and tracking duties will focus on gaming boards rather than cabinets, meaning the structures of the machines without their electronic gaming components. ADM said checks carried out over the years found the risk of unlawful use only in connection with the gaming boards of decommissioned machines, which can be installed alongside those in regular machines. The location declaration and notifications of movements will therefore cover gaming boards only.
The deadline for reporting the movement of gaming boards is also changed: the declaration will no longer have to be made on the day of the move but can be filed within seven days. For cabinets, the obligation to declare their location and movements in detail is removed, while owners must keep documentation of operations carried out, including disposal, destruction, transfer or sale, for five years.
The amendments affect both the director's decree of 30 March 2018, which sets the mandatory procedures for decommissioned machines, and the implementing determination of 30 April of the same year. In its reasoning, ADM also cited the lower frequency of replacement of cash-win machines recorded over the past two years, which contributed to the decision to extend the deadlines and simplify administrative duties.
