Sweden's Spelinspektionen has submitted its opinion on a proposal by the Swedish Ministry of Finance to align national legislation with the European Union's anti-money-laundering package, the regulator said. The submission was made under the consultation identified by the code Fi2026/01654, according to the opinion.
The authority said it broadly shares the proposed measures for adapting Swedish law to the new European framework, but it raised objections to specific parts of the draft. Spelinspektionen opposes the proposal to give it responsibility for assessing the suitability of people involved in registered lotteries and for supervising lotteries subject to registration.
The regulator also disagreed with the proposal to remove the ability of supervisory bodies to attach a coercive fine to orders requesting the information and documents needed for supervisory activities. Spelinspektionen said that power should be retained within its supervisory remit so that the material required for checks is effectively available.
Spelinspektionen further drew attention to provisions it considers unclear and which, in its view, need more precise wording. The opinion sets out an overall favourable position on aligning Swedish law with the European anti-money-laundering package, alongside reservations on specific supervisory duties, on the tools available to supervisory authorities and on the clarity of certain rules.
