Spain sets €3,300 monthly cross-operator deposit limit for online players

Regulation · SectorWire deskSource published 2 min read

Spain's Ministry of Social Rights, Consumer Affairs and Agenda 2030, acting through the Directorate General for Gambling Regulation (DGOJ), has launched a joint deposit limit system under Royal Decree 520/2026 of 24 June. The system is in a testing phase and becomes mandatory on 26 March 2027, the ministry said.

The default joint limits are €700 daily, €1,750 weekly and €3,300 per four-week period, applied to each player. Deposits are counted jointly across all operators where a player holds an account, and once the total exceeds the limit no operator may allow further deposits. Previously limits were set per operator rather than per person, which the ministry said allowed players to exceed intended limits by spreading activity across several platforms.

Players may change or remove the default limits voluntarily through a specific procedure that the ministry says carries strengthened information guarantees about gambling-related risks. Any change or removal takes three working days to take effect, and a limit may be increased only once every three months.

The DGOJ manages the system through a technology tool that checks compliance with the limits in real time. According to the ministry, the model avoids unnecessary information exchanges between operators and provides greater protection of personal data. The ministry estimates the measure will mainly affect players who use several operators, about one third of active online gambling players in Spain. The joint system is additional and complementary to the deposit limits each operator already applies.

Alongside the limits, the ministry has launched a Player Portal from which users can manage, consult and modify limits, view the status of requests and check that limits are applied at each operator. The ministry says the system is already fully available to users.

The ministry presented the draft royal decree in September 2023, the DGOJ awarded the cloud infrastructure contract to Sopra Steria, and the Council of Ministers approved the limits in June. Jdigital warned at that time of a risk to the legal market, according to the report.
