Spain's DGOJ sets cross-operator deposit limits and launches Player Portal

Regulation · SectorWire deskSource published 3 min read

Spain's Ministry of Social Rights, Consumer Affairs and the 2030 Agenda, through the Dirección General de Ordenación del Juego (DGOJ), announced a system of overall deposit limits applying across all licensed operators where a player holds a gaming account, and a Player Portal allowing players to monitor their activity centrally. The measures were presented in Madrid on 21 October 2026, according to the announcement. The DGOJ said the limits system is currently in testing and will take full effect on 26 March 2027, although it is already available to users.

The predefined limits are €700 a day, €1,750 a week and €3,300 over four weeks. Unlike the previous model, in which each operator applied its own caps, the thresholds are calculated by taking account of deposits made in total across all authorised operators where the player has an account. The aim is to prevent a user from exceeding the limits by spreading deposits across different platforms; previously the total amount a player could deposit also depended on the number of accounts opened with different operators. The mechanism operates as an additional tool alongside the deposit limits already applied by individual operators.

The thresholds are applied automatically but can be changed or removed voluntarily by users through a specific procedure, accompanied by enhanced information on the risks associated with gambling. To prevent impulsive decisions, requests to change or remove limits take effect only after three working days, and a player may increase their limit only once every three months. Management of the system is entrusted to the DGOJ, which has developed a technological platform able to coordinate in real time the information needed to verify compliance with the overall thresholds. According to the ministry, this will improve the effectiveness of supervision, avoid unnecessary exchanges of information between operators and provide greater protection of personal data.

The measure particularly affects users who play on multiple platforms, a category representing about one third of active online players in Spain, according to the announcement.

The ministry also announced the activation of the Player Portal, a digital platform allowing citizens to consult information on their online gambling activity with authorised operators in Spain from a single access point. The service is intended to overcome the previous fragmentation of information across platforms, offering users an overall view of their activity. Through the portal it is possible to check deposits made, bets, winnings and losses, consult how activity has evolved over time and access historical data and aggregate statistics.

One function allows users to check all gaming accounts associated with their identity, so that possible identity theft or unauthorised use of personal data at regulated operators can be identified. The portal also integrates self-control tools for setting personalised alerts on spending levels and gambling activity. Users can manage the overall deposit limits, submit change requests, check their status and verify that operators are applying the new thresholds. The portal also allows users to generate and download electronic certificates on gambling activity over whole years.

Access to the Player Portal is free and already available to all citizens, whether or not they hold a gaming account, through Spain's public digital identification system Cl@ve. According to the announcement, the DGOJ aims through the overall limits and the new platform to strengthen the transparency of the regulated market and to give players more effective tools to know and control their habits. The initiative forms part of the Spanish government's strategy to strengthen user protection, prevent risky gambling behaviour and promote a safer digital environment through technological tools and centralised supervision systems.
