Spain's gambling regulator, the DGOJ, set out its recent regulatory work and a new system of joint deposit limits for online gambling at the 2026 Gaming in Spain Conference in Madrid on 15 October 2026, according to a report of the event. The conference brought together professionals and representatives of the regulated online gambling industry to discuss regulatory challenges and the sector's development.
The conference covered recent regulatory changes, consumer protection measures, the emergence of new products such as prediction markets, and the challenges posed by illegal gambling, as well as possible forms of cooperation against it.
DGOJ director general Mikel Arana addressed the main session, where he described the main rules approved and regulatory initiatives under way. He presented an impact analysis of Royal Decree 958/2020 of 3 November on commercial communications for gambling activities, and gave a short presentation of a report on the decree's impact that is to be published publicly in the coming weeks.
Justo Sancho, director of the DGOJ's safe gambling control division, took part in a round table on the implementation of joint deposit limits between operators. The session examined the new joint deposit-limit system, approved by the Council of Ministers on 23 June, which introduces for the first time an overall limit on the deposits a person makes with the different online gambling operators where they hold an account.
The system, run by the DGOJ, adds to the previous model in which each operator set the financial limit independently. Its stated aim is to strengthen player protection and reduce the risk that players develop problematic gambling behaviour.
The DGOJ said its participation in the conference restated its commitment to a solid and updated regulatory framework able to respond to the sector's development and its challenges, and to a more transparent and safe online gambling environment.
