Spain reports €465.4m in illegal online gambling fines, none collected

Enforcement & compliance

The Spanish government said it imposed €465.4m in sanctions for very serious illegal online gambling offences from 2022 to 2026, but had collected none. It attributed the unpaid total to operators using foreign jurisdictions, opaque structures and replaceable domains and payment systems. The DGOJ reported 2,581 websites closed by 31 December 2025.

The unpaid sanctions show the enforcement challenge posed by foreign jurisdictions, opaque structures and replaceable domains and payment systems.
