Russia’s State Duma passes bill for nationwide gambling self-exclusion
Russia’s lower house passed a bill to establish a national gambling self-exclusion system, which could become available from 1 September 2026 if approved by the upper house and president. The bill provides for exclusion periods of at least 12 months, which cannot be revoked, and would bar gambling companies from processing transactions or sending marketing to enrolled individuals. Applicants would register through the unified gambling regulator, Gosuslugi or a government office.
If enacted, gambling companies in Russia would need to block transactions and marketing for people on the national self-exclusion register.
