Regulation1 min read

In brief

  • An addendum extends the Spain–Ceuta agreement linking gambling self-exclusion registers, according to a BOE notice of 31 October 2026.
  • The four-year extension sets a new end date of 8 November 2030.
  • The original agreement was signed in November 2022.

According to a notice in the BOE of 31 October 2026, an addendum has been published extending the collaboration agreement between the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda and the Autonomous City of Ceuta. The agreement concerns the interconnection of their respective registers of people entered in the prohibited-persons registers. The addendum adds four years to the original agreement, signed in November 2022, and sets 8 November 2030 as the new end date.

The stated aim is to ensure IT integration and automated information exchange between the state register and Ceuta's register. People who have voluntarily asked to be entered in one of these self-exclusion registers will also be identified in the other jurisdiction, which is meant to stop them gambling at venues or platforms under either jurisdiction's controls.

Both parties agreed the extension, which was formalised electronically on 15 October 2026. The document is signed by Pablo Bustinduy Amador, minister of Social Rights, Consumer Affairs and the 2030 Agenda, and by Kissy Chandiramani Ramesh, Ceuta's councillor for Finance, Economic Transition and Digital Transformation.
