Oregon Lottery sets new rules for courier-linked retailers and bulk ticket purchases

The Oregon Lottery said rules effective 1 January require retailers contracting with ticket couriers to notify the lottery within 14 days and ensure purchases are limited to customers in Oregon. Tickets bought in prohibited bulk quantities are ineligible for prizes: the limits are more than 50,000 tickets in one scratch-ticket game or more than 3% of combinations in a drawing.
Retailers must meet new notification and purchase-control conditions to preserve ticket eligibility for prizes.
