Lula backs security bill proposing 30% of betting revenue for public security funds

Regulation

Brazilian President Luiz Inácio Lula da Silva backed the proposed public security constitutional amendment on 27 August and said he would create a Ministry of Public Security if the Senate approves it. The text passed by the lower house would allocate 30% of fixed-odds betting lottery revenue to the National Public Security Fund and National Penitentiary Fund. Figures cited in the report show the sector contributed R$614,368,595.12 to the security fund in 2025.

If approved, the amendment would direct betting lottery revenue to Brazil’s public security and penitentiary funds.
