Norway’s Lotteritilsynet says voluntary organisations may apply to run lotteries with turnover of up to 100 million kroner. Applicants must first obtain approval to offer gambling, then seek a lottery permit; post-sale draws are conducted by the authority, while pre-drawn lotteries must use approved scratchcards.

Eligible organisations need approval and a permit, with fees and draw arrangements varying by lottery format.
