KSA addresses Betcity and TOTO Winkel over Dutch betting adverts

Enforcement & compliance

The KSA said it identified advertising breaches by Betcity and TOTO Winkel during heightened supervision of World Cup marketing in the Netherlands. The adverts used combinations of footballers’ names, shirt numbers and national kits that the regulator said evoked recognisable professional players; the adverts were removed, and TOTO Winkel withdrew similar planned ads.

The cases clarify that advertising can breach the role-model ban even when professional players do not appear in the adverts.

A serious PHP vulnerability that led several Dutch organisations to take websites offline did not cause confirmed outages at legal online gambling providers, CasinoNieuws.nl reported after checking 30 licensed sites. The Kansspelautoriteit took its own sites offline as a precaution and said registration in the Cruks self-exclusion register was not possible while DigiD was down. Oranje Palace said it does not use PHP, Unibet reported no problems, and Nederlandse Loterij took the TOTO Winkel site offline temporarily.

A serious vulnerability in the PHP programming language, which led several Dutch organisations to take websites offline as a precaution, had not caused confirmed outages at legal online gambling providers as of 21 October. The outlet said it checked the websites of 30 licensed online gambling providers and that all were reachable at the time of writing, and that logging in at all legal gambling sites worked without problems. CasinoNieuws.nl said it examined public technical characteristics of the gambling sites but could not establish which providers use the affected PHP software.
