Italy's draft 2027 budget sets €1,000 regularisation fee for specified machines

Italy's draft 2027 budget would change rules for amusement machines without cash prizes, according to the draft text reported. It would raise the maximum play cost from €1 to €2 and require owners of specified machines to file a declaration with ADM and pay €1,000 per machine by 30 April 2027 to keep them operating. The accompanying technical report estimates €15m in 2027 revenue from 15,000 machines.
Under the draft, the maximum cost of a single game on machines that award no cash prizes would rise from one euro to two euros. A one-time payment of 1,000 euros per affected machine would be owed by its owner. Only the specific categories identified in the text fall under that payment, not all amusement machines without distinction.
Owners would have sixty days from the law's entry into force to file a declaration with ADM. The payment deadline is set at 30 April 2027. The declaration would have to attest the machine's type and location, the conformity of the device and its games with current technical rules, and the presence of devices ensuring it cannot be altered.
If the requirements are not met, the temporary authorisation already issued for the machine would cease to have effect and the machine would be confiscated, according to the draft. A machine located somewhere other than the declared place would draw an administrative fine of €100 to €500. Where a machine's characteristics differ from those declared, the penalties under article 110, comma 9, letter c) of the public security law would apply.
