Italy’s government is preparing a decree to establish national rules for gaming machines, bingo and VLTs, according to a report dated 29 January 2026. The proposed framework would introduce certification overseen by the Agency of Customs and Monopolies, limits on venues and devices, and new distance and opening-hour rules. New concession tenders could raise nearly €2bn in tax revenue, the report said.

Operators may face fewer venues and devices, certification requirements and new operating restrictions under the proposed framework.
