Italy online casino spend holds at €306.3m in September

Regulation · SectorWire deskSource published 2 min read

Italy's online casino market recorded €306.3m of spend in September 2026, against €306.8m in August, according to a PressGiochi analysis of ADM data. The report said the September total was close to the August figure, a difference of €500,000.

The same analysis reported that August spend was up 13.6% on the €270m recorded in the same month of 2025, and that September held that level. The report also said the online casino market's September collection was close to €7.2bn.

By operator, the top five accounted for 65.80% of September spend, the top seven for 76.87%, and the aggregated "other operators" category, which groups smaller brands, for 5.34% of the total, according to the ranking built on ADM data. The report said the sixth and seventh places together were worth slightly more than 11 percentage points.

The report said each site in the tail of the ranking belongs to a single concession under D.Lgs. n. 41 of 2024, the reorganisation decree. Article 6, comma 5, letter o) requires a concessionaire to run a site with a national first-level domain directly and linked to its own concession, excluding the possibility of making it available to third parties, even those in the same corporate group. The concessionaire's logo or brand must appear on the site for transparency, on pain of suspension of the concession, and gambling remains prohibited for those under 18. Article 15 provides for self-limitation measures on time, spending and losses, as well as deposit limits on the gaming account set by the concessionaire.

On the cost of entry, letter p) of comma 5 requires a one-off payment of €7m for each concession, €4m on award and €3m at the effective start of service, while comma 3 sets a maximum duration of nine years, excluding renewal. The report said the amount is the same for operators sharing the 5.34% attributed to the aggregated "other operators" category as for those at the top of the ranking.

The report said one month is not enough to identify a trend: the September shares cover a single month, and the comparison with August concerns the total rather than the ranking, so more readings in sequence are needed to say whether concentration is growing. It added that domain, brand and payment rules remain the same for every concessionaire under article 6 of the reorganisation decree.
