Regulation · SectorWire deskSource published 1 min readPublished

In brief
  • ADM is carrying out technical reviews of possible gambling measures for Italy's 2027 budget, with no tax measures finalised.
  • Antonio Tajani said Forza Italia opposes an extra-profits tax and that contributions are being discussed with Giancarlo Giorgetti.
  • No officially defined proposals have emerged from the ADM reviews; any sector contribution depends on government decisions.

Italy's Customs and Monopolies Agency (ADM) is carrying out technical reviews of possible gambling-sector measures to be put to the government for assessment, according to a report. No tax measures affecting the sector have been finalised, and no official indications have emerged on possible changes to the levy. The date of the Council of Ministers meeting called to approve the 2027 budget bill has not yet been set.

Deputy Prime Minister and Foreign Minister Antonio Tajani, speaking on the sidelines of the Federchimica assembly in Milan, restated Forza Italia's opposition to a tax on extra profits. He said the government is considering contributions from banks, insurers and other economic actors, including other businesses and Cassa Depositi e Prestiti, and that the methods of contribution are still being discussed with Economy Minister Giancarlo Giorgetti.

Tajani said he is convinced that cooperative credit banks will be kept out of the request for contributions, and repeated that there will be no extra-profits taxes but other measures. The ADM reviews have not yet produced officially defined proposals, and the government's decisions will be needed to establish any contribution requested from the gambling sector under the 2027 budget law.
