A report cited in a press account estimates that unregulated online gambling generated $5.9tn worldwide in 2025, up from $5.7tn in 2024. A separate estimate puts illegal operators at 17% of Europe’s online gambling market in 2024, with €80.6bn in gross gaming revenue; the report cautions that measurement methods differ.
A report by Gaming Compliance International (GCI) for the Campaign for Fairer Gambling estimated that unlicensed online gambling operators generated €91.6bn in gross gaming revenue across the EU in 2025. The report put this at 72% of a €128bn total market and estimated €22bn in lost tax revenue. It also estimated that 6,238 unregulated operators and 17,501 affiliates supported the activity.
Gaming Compliance International has appointed former UK Gambling Commission executive director Tim Miller as a strategic adviser. The company said Miller will advise on its products and services for regulators and support its international expansion; Miller left the commission earlier in 2026 and founded GamReg Consulting.
Gaming Compliance International reported that regulated online gaming gross gaming revenue across Africa rose from $4.4bn in 2024 to $5.2bn in 2025. Its study estimated that unregulated operators generated $17.8bn in 2025, while 14% of the population, or 215 million people, interacted with online gaming. GCI chief executive Matt Holt said the data showed growth in regulated markets.
The European Casino Association published a study by Yield Sec estimating that illegal operators accounted for 71% of the EU online gambling market in 2024. The study put unregulated gross gaming revenue at €80.6bn, compared with €33.6bn for the regulated market, and estimated that illegal operators diverted more than €20bn in tax revenue that year.
