Flutter Entertainment plans to withdraw the Betfair Exchange, Sportsbook and Casino products from the Italian market, the company confirmed. Flutter said forthcoming regulatory changes had made the Betfair Exchange no longer commercially sustainable in Italy. The company has not given a date for when the services will stop for players, and said the withdrawal will be gradual.
According to Flutter, the affected products account for a minimal share of its total revenue in Italy. Deadlines have been set for commercial partners: the Italian affiliate programme ends on 31 October 2026, and affiliates must remove all promotional material aimed at Italian users by 29 October. Commissions accrued in October will be paid in November in the final payment cycle, according to a communication sent to partners.
Flutter said the Betfair exit will not affect its other brands active in Italy, namely Sisal, Snaitech and PokerStars, nor the staff it employs in the country. The group will continue to operate in the regulated market with those brands, which in recent months have been involved in projects including the relaunch of the Snai San Siro racecourse.
Flutter did not specify which provisions influenced the decision. The context is the reorganisation of remote gambling begun with legislative decree 41 of 2024, which introduced nine-year concessions costing €7m each, awarded through the online gambling tender. In a determination of June 2026, the Agenzia delle Dogane e dei Monopoli said current rules remain valid until a new sector decree is issued and set 13 November 2026 as the deadline for certifying systems under the new technical rules.
In the exchange model, the operator does not set odds: it matches bets between users and takes a commission on net winnings. The product therefore depends on sufficient liquidity, meaning a sufficient volume of players and stakes; if the pool of participants shrinks, finding a counterparty for each bet becomes harder and the service's economic sustainability is affected.
