Estonia’s regulator says gambling companies must obtain an activity licence before seeking separate operating permits for each gaming location. Commercial lotteries instead require a notice of economic activities; lottery organisers do not need an activity licence.
Operators must secure the relevant Estonian authorisation before offering gambling at specified locations.

The UKGC has immediately suspended the licences of BresBet and Bet St George over suspected shortcomings in anti-money laundering and social responsibility controls. Both businesses face regulatory reviews, while customers retain account access and can withdraw their funds during the betting halt.
Sri Lanka’s Ministry of Digital Economy and Telecommunications Regulatory Commission announced that internet providers had blocked 24 websites accused of offering gambling without a local licence. The authorities urged the public not to use or invest money through unauthorised platforms under the Gambling Regulatory Authority Act 2025.
Ireland's Gambling Regulatory Authority of Ireland (GRAI) says operators offering betting online or by telephone must hold a GRAI licence from 1 July 2026. The authority says casino games, slot machines, lotteries and other games of chance or skill are excluded from this initial requirement and will be licensed later. It also lists consumer protections and enforcement powers under the Gambling Regulation Act 2024.
Ontario’s AGCO requires stable names, estates and multiple-ownership entities that own a thoroughbred horse to hold a licence, after registration with the relevant breed registry. People holding or controlling at least 5% of an entity must also be licensed as owners, and applications and other horse-racing transactions must be submitted through iAGCO.
Greece’s Hellenic Gaming Commission (HGC) requires administrative and other personnel at licensed land-based casinos to hold a suitability licence. Applicants submit certificates electronically through the HGC information system, and certificate holders must meet obligations covering responsible gambling, gaming integrity and security, and anti-money-laundering controls.
