Dreams has appealed to the Santiago Court of Appeals after Chile’s Superintendence of Casinos of Gaming excluded its offer to renew the Coyhaique casino permit. The company says the regulator misapplied the tender rules over tax certificates; both bidders were excluded, and no new operator was appointed.
The court challenge could affect the stalled process to select a Coyhaique casino operator.

Casino de Juego Talca asked Chile’s Comptroller General to reconsider its refusal to examine complaints against the SCJ. The operator also requested a halt to opening authorisation for Dreams’ new casino pending a financing audit. Its submission alleges that the SCJ approved a 165% investment increase without reassessing the additional funding.
Corporación Meier executives said they are considering investment-protection mechanisms under the Chile-Peru Free Trade Agreement after Chile’s Superintendencia de Casinos de Juego declared three casino tender processes void. The company said the processes concerned Puerto Varas, Coyhaique and Ancud, and that its planned investment in Ancud was USD 10 million.
It was reported that Casino de Talca filed a criminal complaint alleging environmental offences and irregularities in permits for Dreams’ new casino. The complainant sought interim suspension of authorisations and construction while authorities investigate.
Chile’s TDLC rejected challenges seeking to suspend casino operating-permit tenders in Iquique, Viña del Mar, Coquimbo and Pucón, according to the SCJ. The court’s 28 July decisions leave the technical and financial bid hearing scheduled for 11 August 2026. Marina del Sol, Corporación Meier and Dreams sought suspension of one or more processes.
