Brazil security bill proposes redirecting up to 30% of betting revenue from sport
Brazil’s PEC 18/2025 proposes redirecting part of fixed-odds betting revenue to national security and prison funds, reducing resources allocated to sport. The measure, approved by the Chamber of Deputies, sets the transfers at 10% of net betting revenue in 2026, 20% in 2027 and 30% from 2028; the Brazilian Olympic Committee estimates an annual impact of about R$500 million on sport. The Senate is expected to resume consideration of the proposal, and the committee plans to oppose the provision.
The proposed reallocation could reduce funding received by sports bodies from betting revenue.
