Brazil Congress still to install commission on online betting ban

Regulation · SectorWire deskSource published 2 min read

Brazil's Congress had not installed the joint commission responsible for analysing Medida Provisoria 1.394/2026 as of 20 October, nearly a month after the measure took effect, according to the Federal Senate's official system. The commission had no president or rapporteur, and its page recorded no meetings held or scheduled for October, the outlet reported. The initial deadline for deliberation is 23 November.

Medida Provisoria 1.394/2026 maintains the prohibition of sports betting and online games in Brazil. The commission, made up of federal deputies and senators, must analyse the content of the measure and issue an opinion before votes in the plenary sessions of the Chamber of Deputies and the Senate. The period for submitting amendments has closed; Congress received 99 amendments, including proposals to resume sports betting and others that would keep the prohibition only for online casinos. The initial composition of the body was designated on 30 September.

On 9 November the measure enters an urgency regime and, under constitutional rules, will block the agenda of the chamber in which it is being processed. The initial deliberation deadline expires on 23 November. The measure remains in force and producing effects, and to become law Congress must approve the text within the constitutional period, which allows a 60-day extension. No date has been set for installing the commission, and there is no official definition of the parliamentarians who will hold the main positions, according to the report.
