Angola's ISJ inspects Casino Golden Dragon under dialogue initiative

The Instituto de Supervisão de Jogos (ISJ) carried out an inspection visit to Casino Golden Dragon in Luanda on 25 September 2026 under its "ISJ in Dialogue" initiative, the regulator said. The delegation was led by ISJ Director General Dr Nerethz Tati.

The casino is located inside the InterContinental Hotel in Luanda. InterContinental Hotel Manager Mário Ferreira welcomed the delegation and said structured dialogue provides a platform for strengthening institutional cooperation.

According to the regulator, the programme is intended to foster closer ties with operators on the ground. It also involves examining how venues run, including their gaming floors, and looking at the main opportunities and difficulties facing the industry.

Evaluating what the sector adds to public revenue and to job creation around Angola was a central focus of the visit. Speaking with the venue's leadership, Dr. Tati stressed that any commercial growth has to be consistent with statutory requirements, with operator responsibility, and with generating value for society.

The ISJ observed that operators need a balanced approach to remain financially sustainable over the long term. Under that approach, commercial growth is matched by rigorous compliance with regulatory frameworks, the regulator said. The ISJ also reaffirmed its mandate to enforce consumer-protection and responsible-gambling standards.

The discussions covered the need for customer-awareness programmes and operational safeguards to maintain a safe gaming environment. The ISJ said it seeks to work with licensed venues through ongoing institutional dialogue to implement player-protection measures while supporting sustainable industry operations.
